What is this web site for?
This web site is designed to provide a comprehensive and straightforward guide to planning, carrying out and reporting the Cleanliness BVPI (Cleanliness BVPI 199). It also provides information on how to use the data as a management tool, and how and where to get more assistance if you are unclear.

You will be able to access e-mail support if you have any problems regarding any of the stages involved in calculating the BVPI result. If you have any queries about BV 199, please contact your local ENCAMS Regional Office.

This website has been developed by ENCAMS on behalf of Defra to assist local authorities in meeting their requirements as outlined in the document 'Best Value Performance Indicators for 2003/2004'.

CHANGES TO BV 199
ODPM have announced that there will be changes to BV 199 from 1st April 2005. Please click on ‘Changes to BV 199’, Graffiti grading’ and ‘Flyposting grading’ on the left-hand menu for guidance. The advice contained on this website is in the course of being updated. A full set of the changes is available now to download in the Survey Guidance Handbook
